This cartoon relates to the first meeting of the city council after the election from the amalgamated district of Exeter and Heavitree. The figures represent Mr Evans who lost his seat for Belmont Ward and Mr Councillor Linscott Junr. who had just been elxeted for [...] ward and Mr Councillor Lucas who had been re-elected for St James' ward.
